New Anti-Crisis Measures in Poland

The Polish government has proposed new measures aimed at helping the domestic economy weather the storm.

All Sectors

  • Furlough payments from the Fund for Guaranteed Employee Benefits are to continue, along with reduced working time.
  • Deadline for applications under the Financial Shield for Large Enterprises has been extended until 31 March 2021. Eligibility for preferential loans made available to small, medium-sized, and large enterprises will now be assessed based on Covid-related losses sustained between March 2020 and March 2021, subject to existing terms of the scheme.
  • De minimis aid guarantees for SMEs, as well as liquidity guarantees for large enterprises, are set to continue, while the government is in the process of consulting with the European Commission the possibility of introducing loan repayment subsidies.

Sectors Most Affected by Restrictions

  • As part of the Financial Shield, small and medium-sized enterprises that, due to governmental restrictions, recorded a 30% decrease in income compared with the corresponding period in 2019 will receive subsidies from the Polish Development Fund, covering up to 70% of their overheads that cannot be paid out of income.
  • Subsidies previously paid out by the Polish Development Fund to SMEs that recorded an aggregate 30% decrease in income between March 2020 and March 2021 will be written off.
  • Furlough payments will continue with respect to sectors covered by governmental restrictions.
  • Social security contributions will not be collected from enterprises operating in sectors covered by governmental restrictions.
  • The amount of subsidy payable by the Labour Office to enterprises forced to move into a new line of business has been increased from 6 to 8 times the average salary, with enterprises wishing to change the scope of their current operations now being eligible for subsidy, as well.

Enterprises Undergoing Restructuring

  • The Industrial Development Agency will subsidise the costs of business restructuring.

Transport Sector

  • The Industrial Development Agency will subsidise the costs of hire purchase.
